TRAI Launches India’s First Property Rating System for Faster 4G, 5G & Broadband

The Telecom Regulatory Authority of India (TRAI) has launched the nation’s first Property Rating Framework for Digital Connectivity, introducing a standardized system to evaluate buildings for high-speed 4G, 5G, broadband, and Wi-Fi readiness. With over 80% of India’s mobile data consumed indoors, signal quality often suffers due to modern construction materials, making robust in-building coverage essential for work-from-home, online education, telemedicine, and digital services.

Developed under the Rating of Properties for Digital Connectivity Regulations, 2024, this manual provides uniform assessment criteria for Digital Connectivity Rating Agencies, property developers, and service providers. It measures fiber-optic infrastructure, in-building mobile coverage, broadband speeds, Wi-Fi availability, and overall user experience.

TRAI Chairman Anil Kumar Lahoti said the framework marks “a decisive step towards making every building in India ready for the Digital India vision,” placing digital connectivity on par with essential services such as electricity and water. He said this will help citizens participate fully in the connected economy and support inclusive national growth.

Following public consultation on the draft released in May 2025, inputs from 14 stakeholders were incorporated to refine definitions, strengthen assessment guidelines, and ensure credible, transparent ratings nationwide. TRAI’s move is expected to revolutionize smart building infrastructure, improve indoor network coverage, and support India’s connected economy and inclusive growth.
